This role will primarily focus on managing various program-related activities, excluding specific design or construction contract administration tasks. If you’re a dynamic, results-driven professional with expertise in government processes, stakeholder engagement, and project management, we want to hear from you!
Background
In November 2022, Harris County voters approved three bond propositions amounting to $1.2 billion. This funding, managed by the Harris County Engineering Department (HCED), will support essential public safety facilities, transportation projects, parks, and drainage improvements. The program manager will play a vital role in ensuring the smooth execution of these initiatives.
Key Responsibilities of the Program Manager
As our program manager, you will be responsible for a range of tasks that facilitate effective project management and communication. Your main duties will include:
On-Site Collaboration
You will work closely with HCED staff to assist in the management of capital projects during the design and construction phases. This collaboration is essential for ensuring that all projects align with the overarching goals of the bond package.
Project Management Oversight
You will conduct day-to-day management of projects, operating under the general oversight and guidance of HCED and Jacobs Engineering staff. Your ability to self-govern and strategically prioritize deliverables will be key to maintaining project momentum.
Meeting Coordination
As a program manager, you will schedule, attend, and conduct regular meetings with Harris County representatives, design engineers, contractors, and stakeholders. You will present important project metrics, including:
- Overall program schedule
- Design progress
- Budget updates
- Construction progress
- Identified issues and recommendations
Additionally, you will prepare agendas and meeting minutes to keep all parties informed.
Public Engagement
If required, you will assist Harris County in holding meetings with establishment owners, the public, homeowners’ associations (HOAs), and other stakeholders. These meetings will discuss project progress and outline the next steps, fostering transparency and engagement.
Public Relations Guidelines
Developing guidelines for public relations management will be a critical aspect of your role. This includes planning for public engagement meetings, ribbon-cutting ceremonies, groundbreaking events, and technical presentations. Your organizational skills will ensure that these events are executed smoothly, with proper moderators, Q&A support, and technical speakers.
Ceremony Coordination
You will collaborate with other program managers, precinct communications teams, and stakeholders to select and set up sites for groundbreaking and ribbon-cutting ceremonies, ensuring they align with community expectations and project goals.
Design and Public Engagement Support
Supporting design, analysis, and public engagement efforts related to the planning and programming of public park facilities will also be part of your responsibilities. Your expertise will be instrumental in prioritizing these initiatives for maximum community benefit.
Qualifications
To succeed in the program manager role, candidates should possess the following qualifications:
